chore: regenerate Python SDK v0.0.17

Update Python SDK with Speakeasy regeneration:
- Bump version from 0.0.16 to 0.0.17
- Refactor OpenAPI schema definitions:
  - Inline BigNumberUnion type into usage sites
  - Reorganize ProviderName enum location
  - Simplify provider order/only/ignore array types
  - Add plugins schema definitions
- Update gen.lock with new configChecksum
