Make ray.get_gpu_ids() respect existing CUDA_VISIBLE_DEVICES. (#1499)

* Make ray.get_gpu_ids() respect existing CUDA_VISIBLE_DEVICES.

* Comment out failing GPUID check.

* Add import.

* Fix test.

* Remove test.

* Factor out environment variable setting/getting into utils.
