BUG: Fix tests when FreeImage is not installed.
...
The plugin loader tries plugins but only catches ImportError and
RuntimeError. The FreeImage plugin was throwing OSError. Tests
were failing when FreeImage was not installed. It now throws a
RuntimeError.
