This is an interesting problem to me, not just because of how damned important it is. The engineering challenge is huge, and has to synergize with a great many non-technical professional and amateur scholars, without completely violating copyright or personal privacy.

With just one robots.txt, all past records can be deleted too. The censors hold most of the cards here.
