I agree, but as to "how", I'm going to have to leave that to see how it unfolds. This story has consistently exceeded my meager imagination.

While I won't bet anything except my reputation as a good guesser, I'd wager that It's going to be a too much change too quickly = opposition from almost everyone since your making a lot of people at least somewhat mad(Like Joseph II. Habsburg). Alternatively it could be her needing to feel like she's making change and picking a fight she can't win. The last thing I can think of is Heiress gaining too much power or support, but I don't think that's it, though I'd say it's possible if combined with the first.

I'm optimistically hoping she's going to find a way to fold the assassins into Robber's group. Otherwise I just can't see this going well.
