Starting from scratch -- no prior experiments.

Created initial file structure. Set up git hooks to protect FROZEN files.
|

### Expected effect

Agents can now run the IDEATE/IMPLEMENT loop. Fill in {FILL_IN} markers
|
|
before first real experiment.
