I mean, yes, it was evil but more importantly it couldn't save the world because saving the world in a good way was beyond something Kiritsugu could imagine. The Divine Grail has no such constraint! It can imagine or generate ideas that are beyond the scope of knowledge of the user. In fact, that's kinda the whole point of it. However, it doesn't bring things into reality using magic the way The Holy Grail does. The Holy Grail breaks a power limit, which makes it a Miracle, but doesn't have perfect information. The Divine Grail breaks an information limit, which makes it a Miracle, but doesn't have power.")
